Mr Payne could have written (probably already has) a Perl Script to restore the name, but he chose to put eyes on the text to verify what is there. For the minor differences between versions see the page Sacred Name Restoration Project
The footnotes (epv-kjv) are mostly concerning the restoration of The Name and some corrections of words and phrases.
There are sections where we do not follow the KJV format but we have left the pilcrow symbol for your edification.
For those to whom the Bible is important, they should press the Vatican to allow investigators & researchers into its Library.
